Friday Olokor President Muhammadu Buhari, has approved the composition of the governing boards of the Nigerian Ports Authority and Nigerian Maritime Administration and Safety Agency. The announcement was contained in a statement issued on Friday night by the Director (Press and Public Relations) in Office of the Secretary to the Government of the Federation, Mr. Bolaji Adebiyi. While the NPA governing board has Mr. Emmanuel Olajide Adesoye as chairman, other members include a former Lagos State Attorney-General and Commissioner of Justice, Supo Shashore; Suleiman Ibrahim Halilu, Constance Harry Mashal, Umar Shu’aibu, Charles Efe Emukowhate Sylvester and Hadiza Bala Usman.

SAP Compared with other major independent software vendors (ISVs), SAP bet early on mobility. Its latest mobile offering, Sybase Unwired Platform (SUP), has matured rapidly since its initial release in 2010, providing a flexible application development environment with plug-ins for Eclipse and Visual Studio, along with a proprietary studio. While it has a steeper learning curve than many other solutions, it is an excellent choice for broad mobile initiatives, especially in conjunction with SAP's Afaria mobile device management (MDM) solution. SAP closed its acquisition of Syclo, another leading vendor of mobile application development platforms, in June of this year. 7 bad programming ideas that work

Anyone who has listened to a teenager, sports commentator, or corporate management knows the connection between words and meaning can be fluid. A new dance craze can be both “cool” and “hot” at the same time. A star player’s “sick moves” don’t necessarily require any medical attention. And if a company is going to “reorganize,” it’s not good for anyone, except perhaps the shareholders -- even then it’s not always clear. The computer world has always offered respite from this madness. No one stores “one” in a bit when they mean “zero.” No one types if x = 0 when they really want to say if x != 0. Logic is a bedrock that offers stability in a world filled with chaos and doublespeak. Some ideas, schemes, or architectures may truly stink, but they may also be the best choice for your project. They may be cheaper or faster, or maybe it’s too hard to do things the right way. In other words, sometimes bad is simply good enough. There are also occasions when a bad idea comes with a silver lining. It may not be the best approach, but it has such good side-effects that it’s the way to go. If we’re stuck going down a suboptimal path to programming hell, we might as well make the most of whatever gems may be buried there. Here are seven truly bad programming practices that all too often make perfect sense. Quick and dirty code Few things can kill a project like poorly designed and poorly documented code. Even if your slapped-together stack stands up, maintaining it will be a nightmare. And anyone who inherits your steaming pile of bits will be a sworn enemy for life. Then again, quick and dirty code has its place. In fact, the pursuit of clean, thoroughly engineered code can be costly. I once worked with a programming manager who looked everyone in the eyes and cited a long list of ways that our software needed to be cleaned up. Our old code may have been running, but the company would dole out another two months of budget to make sure the lines of code were presentable. Sometimes our programming manager would ask for six months’ worth of budget and she would get it. After all, who wanted unclean code? Not everyone has access to that kind of budget, and few want to tell budgeting managers to cough up another N months of developer time because clean code is best. Worse, cleanliness is often a slippery concept. One programmer’s clean code is another’s overly complex code. Often cleaning up code means adding new abstractions and layers that make it clear what the code is doing. This can quickly become TMI. Sometimes quick and dirty code is better than complex “clean” code that is paired with documentation on par with "War and Peace." Anyone who has waded through pages and pages of well-engineered code with layers and layers of abstractions knows that sometimes a bit of code with one simple input and one simple job description is better than a masterful pile of engineering and computer science. Junky but functional code can take 10 seconds to understand -- sophisticated architectures can take weeks. It’s not that doing a good job is a bad thing -- however, many times no one has the time or energy to unwrap all of the sophistication. When time is in short supply, sometimes quick and sloppy win -- and win big. Wasteful algorithms Sometimes being smart isn’t worth the price. Nowhere is this more evident than when it comes to thoroughly studied algorithms with strong theoretical foundations. Everyone knows the lessons from college. A smart data structure will do the job in time proportional to the size of the data. A bad one might get slower in time proportional to the square or even the cube of the number of data elements. Some of the truly horrible get exponentially slower as the amount of data grows. The lessons from computer science class are important. Bad algorithms can be really slow. The problem is that smart, theoretically efficient algorithms can be slow too. They often require elaborate data structures full of pointers and caches of intermediate values, caches that chew up RAM. They can take months or years to get right. Sure, in the long run they’ll be faster, but what is it that economist John Maynard Keynes said? “In the long run we’re all dead.” Part of the problem is that most of the theoretical models analyze how algorithms behave when the data set grows very large. But even in the era of big data, we may not be dealing with a data set that’s large enough to enjoy all of the theoretical savings. In these cases, it might be a good idea to toss together a sloppy algorithm, even if it’s potentially slow. Using a separate database server When it comes to software performance, speed matters. A few milliseconds on the web can be the difference between early retirement and a total flop. The common wisdom goes: To speed up communications between the layers of your software, put your database on the same machine as the software for packaging the results for the user. With your database code and presentation layer communicating quickly, you eliminate the latency of having to ping a separate machine. Except it doesn’t always pay off, especially when the single machine can’t efficiently serve the needs of both the presentation and the database layer. Machines that do a great job running databases are often much different from those running presentation software. To further complicate matters, the differences depend on the type and structure of database you are using. More RAM always helps, but it’s essential when indexes are involved. Big tables need much more RAM than a large number of little ones. If you plan to do many JOINS, you might be better off bucking the all-in-one trend and going with a separate database server. When you put the database and the rest of the software together under one hood, that one machine is forced to be a jack-of-all-trades. It may be able to communicate with itself quickly, but it can’t be tuned to efficiently perform each of your code’s various tasks. Using a big CMS hammer on a tiny nail One of today’s trends is to strip down the work of a central hub and split it up to run as lightweight microservices. Instead of building one portal to all your data, you build dozens or perhaps hundreds of separate web services dedicated to answering specific queries and collecting specific data. Doing so allows you to create, debug, and deploy each service independently -- great for making iterative changes without having to upgrade a monolithic code base. But using a big, fat content management system like WordPress or Drupal to do the same thing is another way to serve up JSON or XML data with a bit of reconfiguration. This may seem like a terrible idea at first glance, as the extra complexity of the CMS can only slow down the stack. But a CMS approach can also speed development and improve debugging. All of the data formatting and “content management” can serve the internal staff who are managing the system. Even if no users touch the fancy layers, it can still be a big help for the internal audience. The extra overhead may be a pain, but it’s relatively easy to solve by adding more computing power to the back end. Integrating display with data One of the cardinal rules of modern design is to split your project into at least three parts: data storage, decision making, and presentation. Such separations make it simpler to redesign any one part independently of the other two. There are downsides, though, because separating the display from the data means that the application is constantly reprocessing the data to fit the current template for the display. Much of this is repeated if the template remains the same. Lately, architects have been reworking data formats to make it easier for display code to process. The move to JSON data structures and JSON NoSQL databases is largely driven by the desire to deliver data in a format that is simpler for the browser to process. It’s not exactly mixing data with display code, but it’s moving them closer together. Using a cache is often how the applications mix display code with the data. When data is mixed into the template, the result is stored back in the database to be served again and again. Using a suboptimal foundation It used to be that choosing the “wrong” architecture or strategy for your long-term growth goals meant imminent project death. These days, however, recovering from poor early choices can be relatively easy, as long as throwing more cloud machines at the problem remains a workable solution. If your server stack is slow or your databases are getting bogged down, you can often simply turn up the dial and rent more machines. Then when the crowds dissipate, you can dial back the extra computing power. When extra machines cost mere pennies per hour, it’s no longer as catastrophic to make an architectural mistake. Of course, not all errors can be fixed by throwing pennies at them. Some poor decisions lead to exponential blowups when the company grows. Those kinds of failures can quickly empty any wallet when the cloud meter is running. But simply choosing a stodgy database or an elaborate filter that’s merely twice as slow isn’t a deal breaker as long as it doesn’t compound. The key is to avoid bottlenecks in the central, most crucial part of the design. Keeping the moving parts separate and independent helps ensure that they don’t interfere with each other and produce a deadly lockup. As long as the core architecture doesn’t produce gridlock, bad decisions can be covered up with faster hardware. It’s not pretty, but it’s often effective. Consider Facebook, a company that began using PHP, one of the early tools for web applications that already felt a bit dated by the time Facebook launched. The unappealing issues, though, were ones that bothered programmers -- not users. For all the odd syntax and limited power, the approach was solid. Facebook has since spurred PHP development by creating the HHVM, a much faster version that inspired a rewrite of the PHP core. Now Facebook runs the old code much faster, and users don’t know the company settled on an early platform choice that still makes some programmers' eyes roll. Choosing a passable solution is often cheaper than engineering a sophisticated new approach. Sitting everyone down to redesign software so that it runs smoothly and efficiently could cost a fortune. A smart programmer makes $200,000 a year -- but that can be more than millions of server hours at Amazon. Being smart often isn’t worth the trouble when more hardware is cheap and rentable by the hour. Keeping dusty code in production A team of managers once called me in to look at a fancy, modern web application developed with the latest ideas and the newest language (Java, at the time). The problem is that the old mainframe talking with monochromatic dumb terminals was so much faster that everyone who had to use the new code was complaining. Can’t we go back to the ’60s-era tech? One of the new Java programmers even told me, in frustration, something like, “It’s not fair to compare us to the old green-screen app. We’re doing so much more.” By "more," he meant using fancy fonts, tasteful colors, and forms that fit into resizable windows. The same data was still moving from fingers to database, but the people answering the phones remembered how much faster it was to work with the garish green screens with their fixed-width fonts. The latest software technology is not always an improvement. There’s a reason why hardware engineers chuckle that programmers exist to create the bazillion lines of new code to make sure the new hardware runs as slowly as the old. Otherwise there wouldn’t be a need for new hardware. Some of the earnest programmers like to talk with serious tones about issues like “technical debt” and “continual refactoring.” They speak knowledgeably about the importance of investing in the refreshing of code. But at times all of the dreams of wiping the slate clean and rewriting everything turns into a nightmare. It’s a tough call. If the old code is buggy or failing, rewriting is the only choice. But sometimes rebuilding an app simply to keep it current can be a big mistake. Sometimes you go backward and end up with a trendy architecture written in the latest language but filled with new, trendy bugs to go with it. Software development trends to look for in 2016 . Native mobile and DevOps will be a continued focus, and "cloud computing" will become simply "computing"

Last year, I wrote a blog post on what my enterprise technology New Year's resolutions were -- working with customers to help navigate the influx of consumer-focused companies entering the enterprise IT space. The push of consumer companies into the enterprise didn't increase as I expected, but we did help some customers move their digital documents and knowledge bases to some of these consumer company's enterprise offerings. Here are the trends that I expect to see customers in the software development space more interested in in the coming year: Continued wave of everything natively mobile: The responsive Web will continue to not be enough. Companies will continue to move their products and offerings to native mobile apps and consumers will demand that their experience move with them through their devices. I started my purchase on my tablet, but completed the transaction on my phone. Acceleration of DevOps adoption: As I've written about here before, interest in DevOps has exploded this year, and with good reason -- it's an effective software development method that facilitates communication and collaboration between different parts of an organization. This is a trend that I see not only carrying into 2016, but continuing to grow exponentially. As companies become more integrated and continue to move large amounts of data to the cloud, the necessity for DevOps will only increase. Greater demand for increased privacy: Online privacy got a lot of attention this year, and not all of it good. It seemed that no one was exempt from damaging data breaches, from major banks to the now-infamous extramarital dating site Ashley Madison. With the influx of more sites and even apps that are responsible for safeguarding personal information (like Venmo mobile banking and ZocDoc) I expect that consumers will be demanding more efficient safeguard and companies will be charged with making those adjustments -- and fast. Cloud computing will be a thing of the past: This isn't because the cloud is going away, not by a long shot. Rather, "cloud computing" will simply become synonymous with "computing." There are virtually no businesses that are not using the cloud currently in some capacity. But those that aren't will need to get on board quickly, as it has become an essential part of not only working with customers, but also managing internal operations. Only time will tell what trends will truly take off and what new advancements we'll be reflecting on this time next year, but the one thing that I can guarantee is that when it comes to software technology, things can change quickly.

Boko Haram: Shekau in new video, threatens to attack Buhari, Abuja

Factional leader of Boko Haram, Abubakar Shekau, has resurfaced in a new video where he vowed to fight Nigeria and the world.
Speaking in the Hausa and Arabic languages, an online newspaper, TheCable quoted Shekau as saying that he had no intention of waging war against Muslims but threatened to carry out the “mother of all attacks” on Abuja, the capital of Nigeria.
Shekau also expressed loyalty to Abu Bakr al-Baghdadi, leader of Boko Haram affiliate, ISIS, but insisted that he would never recognise Abu Musab Al-Barnawi as the leader of Boko Haram.
Al-Barnawi’s appointment was made known by the latest issue of an ISIS-owned magazine but Shekau rejected the development, saying ISIS deceived him because he opposed their principles.
In the new video, Shekau said the Al-Barnawi group was only seeking to “create division” among Boko Haram.
He said, “I, Abubakar Ash-Shakawy (Shekau), the leader of Jama’atu Ahlissunnah Lidda’awati Wal Jihad, made it a duty for myself to fight Nigeria and the whole world. We have no desire to fight our Muslim brethren. I’m alive by the permission of Allah.
“Let the government of Nigeria and West Africa not celebrate or gloat over the division between us and our brothers….We will shock them with attacks never seen before, in no-distant time.
“They (the Abu Musab group) do nothing but to create division among our people without an iota of contribution to the jihad.
“This is time to fight; it is the time of jihad. We are not killing fellow Muslims. We are not calling Muslims non-believers. We fight and kill those who God has ordered to be fought, those we call non-believers are people so called by God.”
The video, which was released on Monday, marked Shekau’s first appearance since March 2016.
Responding, the Defence authorities have advised Nigerians to ignore the threats contained in the video released by Shekau.
The Acting Director, Defence Information, Brig. Gen. Rabe Abubakar, told one of our correspondents on the telephone on Monday that the military was not bothered by the new video in which Shekau reportedly taunted President Muhammadu Buhari, some security personnel and the international community.
He said it was the practice of the insurgent group that anybody could assume the title of Shekau as leader of the Boko Haram sect.
Abubakar said the military was determined to flush out the insurgents from the nation’s territory and would not engage in media war with them.
He said the military would remain focused and not allow itself to be distracted by the comments attributed to Shekau in the video.
Abubakar urged him and others with him to emulate those who had surrendered to the military by giving up their mission.
He said, “That’s rhetoric and that doesn’t bother us; which Shekau and where did you see him? Remember, anybody can replicate him. We know, they are dying elements and will die alone soon. We are not ready for a media war which they like us to engage in. Since they have failed forever in combat now, they want us to go to media space.
“The remnants of the Boko Haram terrorists should not be deceived by the non-existent person called Shekau.
“He is gone and we advise other few members with him to surrender now just like what the wise men among them did to save their lives to better themselves and their country. Otherwise, they will regret their continued defiance which will not save them.”
Meanwhile, a committee set up by the Federal Government has submitted its report on rule of engagement for security agencies as part of strategies to retool the nation’s internal security.
The Committee Chairman, Prof. Femi Odekunle, who handed over the report to the Minister of Interior, Lt.  Gen. Abdulrahman Dambazau (retd.), on Monday in Abuja, said the report was premised on the over line policy frame, that internal security was a matrix that required cohesive approach.
This is contained in a statement by the Press Secretary to the minister, Osaigbovo Ehisienmen.
It said the committee took cognizance of its terms of reference which amongst others, entailed assigning of roles and responsibilities to stakeholders within the individual and community in matters pertaining to public safety.

We’ve defeated Boko Haram, says Buratai

The Chief of Army Staff, Lt. Gen. Tukur Buratai, has said that the Nigerian Army has defeated the once-dreaded Islamic sect, Boko Haram, and has also degraded their capability  to re-group in any part of  the country.
He said that this was why for a long time, the group had not carried out any attack or suicide bombing in the North-East or elsewhere as had been the case in the past.
Speaking when he paid a courtesy visit to the Gbong Gwom  Jos, His Royal Majesty, Da Jacob Gyang Buba, in his palace in Jishe,  on Monday, the Army chief said that this was achieved largely as a result of the gallantry and loyalty of his officers and men.
He assured the monarch that in the same vein the incessant crises on the Plateau would come to an end through the efforts of the Special Task Force and other security agencies.
Buratai told the monarch that it was for this reason that he recently deployed the new commander, Maj. Gen. Rogers Nicholas, who is an expert in civil military relations.
Buratai said, “You can see that our efforts in the North-East has really paid off as you can recall the incessant bombing of market places and different places of worships and populated areas has virtually stopped now. And I can assure you and the people of Plateau State is that they will never witness Boko Haram attacks like you witnessed in the past.
“For a long time now, we have not had any cases of that nature here on the Plateau and other parts of Nigeria, it is because of the efforts of the military in the North-East. The Nigerian Army has not only succeeded in rooting them from their camps in the North-East, we have been able to block these criminal elements from crossing down to these areas or building their camp anywhere in Nigeria.
“I want to assure you that we will remain resolute in the discharge of our duties. I want to particularly commend you on your role as the Gbong Gwom Jos, including all the moral support you gave us through wise counsel. We must acknowledge your support.
“Apart from you, I want to also acknowledge the cooperation of Plateau people to the Nigerian Army; it is a fact that we have received excellent cooperation and understanding especially towards the Nigerian Army operating in Plateau State.”
Responding, the Gbong Gwom Jos, said he never doubted the capacity and the capability of the Nigerian military to undertake any assignment, no matter how tedious.
 Buba said, “The success of the Nigerian Army over Boko Haram did not come to me as a surprise because I know very well that the Nigerian Army historically has always distinguished itself wherever they have served and today, that particular history is still very much playing itself out.”

Militants kill three soldiers, cart away weapons in Bayelsa

Suspected militants on Monday attacked the location of the newly-activated Joint Task Force, Operation Delta Safe, in Bayelsa State, and killed three soldiers.
The incident, which reportedly occurred about 9.30am, took place at Tombi Jetty, Ogolomabiri in Nembe Local Government Area of the state.
The militants were also said to have made away with military gunboats, rifles and other ammunition, after an ambush on the operatives stationed at a checkpoint.
The checkpoint, it was learnt, is located at the community’s entrance and had been in existence since the era of militancy in the Niger Delta.
It was also learnt that heavy sounds of gunshots allegedly fired during the surprise attack unsettled the community for about 30 minutes.
The situation was said to have thrown the residents of the community into panic, as many of them who initially thought the area was under siege ran in different directions for safety.
It was further learnt that the gunmen, who stormed the area with unspecified number of speedboats, dressed in white uniform to deceive their targets of their real intentions.
Their immaculate white dresses, it was learnt, were designed to create an impression that they were members of a white garment church on a funeral procession.
A resident of Nembe, who spoke on condition of anonymity, said there was widespread fear in the community.
The source said, “The attack was deadly and well planned. Nobody had expected that such a thing would happen at such a time when the jetties were busy with people preparing to go about their businesses.
“I am sure even the soldiers did not expect such an incident to happen at that time. Some persons who were already sailing out of Nembe said they saw the gunmen but thought they were mourners because of the way they dressed.”
The source added that following the attack, some residents in Nembe started fleeing the community while others were thinking of following suit due to widespread fear of reprisal by soldiers.
Reacting to the killing of the soldiers, the Chairman of the Civil Liberties Organisation, Bayelsa State chapter, Chief Nengi James, condemned the attack, wondering why an attack of such nature would occur in broad daylight.
According to him, the military needs to be vigilant to prevent the stealing of its arms and ammunition to perpetrate violence in the state and in the region.
The embattled President, Ijaw Youth Council Worldwide, Udengs Eradiri, condemned the killing of the soldiers.
A military source, who did not want his name mentioned because he was not authorised to speak, confirmed the development.
He said the leadership of the ODS, angry at the development, immediately deployed two Alpha Fighter jets to go after the suspected militants.
“Operation Delta Safe has cordoned off the road leading to Nembe. We are on the trail of the criminals and there is no way they can escape. The maritime comportment is also involved in combing the creeks,” the source said.
But calls to the Coordinator, Joint Media Campaign Centre, ODS, Lt. Col. Olaolu Daudu, were not responded to. Also, a text message to his mobile phone was not responded to as of the time of filing the report.
A year ago, on August 8, suspected militants had launched an attack on the same military formation, killing five soldiers and carting away arms and ammunition.

Former Speaker, House of Representatives, Mr Ghali Na’Abba, has called for proper investigation of the role played by officials in the executive arm in the current budget padding controversy. Na'Abba Na’Abba Na’Abba made the call while answering questions from Energy Correspondents, at a workshop organised by Kaduna Refining and Petrochemical Company (KRPC) in Kano. He said it was impossible for the budget to be padded without the connivance of government officials. “This stealing of funds cannot be possible without active connivance with some members of the executive arm,“ he said. On calls for the Speaker of the House of Representatives, Yakubu Dogara to resign, Na’Abba said that the call was “unwarranted” as there was no formal indictment of the speaker. “According to my understanding, where the issue being referred to as padding comes into play, is a situation where some members go behind and add items of expenditure to what has already been agreed upon. “For either stealing the funds or doing whatever they feel like doing with it. “So far, accusations are being traded amongst members of the house, but no investigation has been conducted. “On the call for the resignation of the Speaker, the question is, what has the Speaker done to warrant his resignation?“ He called for full investigation to ascertain the level of involvement of members of the House mentioned in the allegation before calling on anyone to resign. “I expect that for 16 years of return to democracy, Nigerians would have understood the responsibilities of the National Assembly. “For some weeks now, there has been controversy over what is called padding. “As far as I am concerned, the National Assembly has the responsibility to pass the budget, approve it and allow the executive arm to execute it.” On whether padding constituted an offence, Na’Abba said, “It all depends on what angle you look at it, I just told you that the responsibility of appropriation belongs to the national assembly. “If padding is seen as an offence, then it is when some members of the national assembly decide to add items of expenditure through the back door after the bill has been passed by the two legislative arms. “It therefore behoves on Nigerians to decide who represent them in the national assembly.’’` The News Agency of Nigeria (NAN) reports that 30 selected Journalists from the Kaduna Council of the Nigeria Union of Journalists (NUJ) attended the three-day workshop, designed sharpen their skills in reporting the Oil and Gas sector.(NAN)

Oshiomhole should refund council funds, says PDP

The Edo State chapter of the Peoples Democratic Party (PDP) has urged Governor Adams Oshiomhole to refund the illegal deductions made from statutory allocations to the local government councils in the state.
The PDP Chairman, Chief Dan Orbih, who stated this at a press briefing in Okada, Ovia North East Local Government Area, said this would enable the local councils pay all arrears of workers’ salaries ranging from six to 18 months.
He said the deductions made at the Governor’s Office were enough to pay salaries of council workers and that the allocations to local councils published in the newspapers are different from what is actually released to the councils.
Orbih challenged the state government to publish what has been paid to the local governments from the internally generated revenue since he assumed office almost eight years ago.
He said the government would not have had difficulties paying salaries, if local councils were left to manage their allocations, including internally generated revenues (IGR).
Orbih urged local council workers to protect their Permanent Voters Card (PVC) and to use it to vote out the APC during the September 10 governorship election.
His words: “We can confirm that the reason why he has refused to conduct elections to fill the vacant positions of chairmen and councilors is to enable him squander allocations due the local governments in the name of saving it for them.
“The truth is that rather than supporting the local government councils, Oshiomhole has impoverished them by not only denying them their full allocations as and when due, but also by denying them their share of state IGR”.
Head of Service, Akoko Edo Local Government Area, Mr. Tom Ebhotemen described the PDP’s allegations as baseless. He said members of the National Union of Local Government Employees (NULGE) were aware that the state government does not touch local council money.
His words: “We are aware that the state government does not take any kobo from our allocation. The problem is that the allocation has dropped; we have been paying teachers’ salary and we have also been paying our own workers’ salaries. We have been doing projects before and paying salaries as well. The problem is that the allocation dropped sharply. Anybody who says the state government tinkers with our money is lying.
“NULGE is aware that the state government does not touch our money; they are also aware of the drop in allocation; all they ask is for us to alternate the payment of primary school teachers and their members, such that if we pay primary school teachers fully this month, we should pay NULGE members fully the next month.”

Serena and Venus Williams on Sunday at Rio 2016 lost for the first time in an Olympics doubles match.
According to News Agency of Nigeria ( NAN), their hopes of winning a fourth successive title were surprisingly ended in the first round.
The American top seeds lost 6-3 6-4 to Czech Republic’s Lucie Safarova and Barbora Strycova, who were only paired together at late notice.
Strycova replaced Karolina Pliskova, who withdrew because of Zika concerns.
This was the Williams’ first defeat in 16 Olympics matches playing together.
The sisters won gold together at Sydney 2000, Beijing 2008 and London 2012, but did not compete at Athens 2004 after Serena pulled out through injury.
“We played terrible and it showed in the results,” said 22-time Grand Slam singles title winner Serena.
NAN reports that Venus, 36, also lost in the singles on Saturday.
The U.S. women’s Olympic tennis coach Mary Joe Fernandez had said afterwards that the seven-time major champion had been sick since before she arrived in Brazil.
Serena, 34, can still become the first woman to win two Olympic singles titles after the London 2012 gold medallist beat Australia’s Daria Gavrilova earlier on Sunday.
But Venus, who won the individual title at Sydney 2000, saw her hopes of a fifth gold ended by Safarova and Strycova.
Neither of the unseeded Czech pair had previously won an Olympic doubles match, also losing their only previous outing together in a Fed Cup match last year.
“It was what it was,’’ Serena said. “We have a chance to compete for our country and did the best that we can. We had a blast out there.
“I wouldn’t say it was devastating. It was a lot of fun and we will always remember these moments and these matches.
“At the end of the day, I think that’s what matters most.’’

EFCC seizes N872m houses from ex-minister, son

The Economic and Financial Crimes Commission (EFCC) has seized four houses worth N872 million from a former Minister of the Federal Capital Territory, Sen. Bala Mohammed, and his son, Shamsudeen Bala.
The ex-minister is also under investigation on alleged fictitious contracts of about N1billion, allocation of 12 choice plots worth billions of naira and 37 other commercial plots of land worth about N8 billion to his suspected front named Tariq Hammoud as well as the controversial N1 trillion Abuja land swap.
More than 16 companies linked with fictitious contracts awarded by Bala had been under surveillance and their owners grilled by EFCC.
The anti-graft agency  quizzed Shamsudeen, Hammoud and top directors of the Federal Capital Territory administration, including that of Treasury, Ibrahim Bomoi; Land, Babayo Mainasara, and Abuja Geographical Information Service (AGIS), Ms Jamila Tangaza.
Tangaza, who had been in detention in the past one week, was battling for bail as at press time.
She has, however, been linked to N800 million questionable contracts to her personal firm apart from benefiting from plots of land from the ex-minister.
According to investigations, the ongoing probe of the ex-minister followed petitions against him, including complaints  pending since 2013.
It was gathered that following preliminary findings, EFCC obtained an interim forfeiture order to confiscate a N650 million house at 1 and 3, Mariam Mukhtar Street, Asokoro.
The same forfeiture order was secured to seize the ex-minister’s son three duplexes costing about N222 million in the Apo Area of Abuja.
A top source in EFCC, who spoke in confidence, said: “We are probing the immediate past Minister of FCT on many allegations against him, including award of N1 billion fictitious contracts; abuse of office by allocating 12 choice plots to his son and 37 other commercial plots worth about N8 billion to Hammoud, who is suspected to be his front; land swap, among others.
“Some of the petitions against Bala Mohammed had been pending since 2013. Initial findings showed that the ex-minister used fictitious companies to award contracts worth N1 billion in FCT. In one instance, a man with three companies was allowed to bid for one slot.
“About 16 companies used for fictitious contracts are under investigation because they did not supply items credited to them.
“We have also uncovered how Bala allocated plots of land to his friends, business partners. For examples, he allocated 12 plots of land to his son, Shamsudeen, and 37 commercial plots of land to his business front called Tariq Hammoud.
“Some of those quizzed so far confessed that Bala used unconventional methods in raking illicit funds and laundering same. Each time the ex-minister allocated a plot of land, he would find out the market value and ask you to pay half of the amount to him in cash.
“For instance if a plot of land was N2 billion, Bala would ask for N1 billion cash from the prospective buyer. He was smart in collecting cash.
“But the EFCC has traced allocation of 37 commercial plots to Hammoud and how N8billion was made from it. In fact, we saw a proposal by Tariq Hammoud to sell some of the plots.
“So far, our operatives have arrested, detained and quizzed Shamsudeen. He is presently on administrative bail. We have also interrogated Hammoud.”
Responding to a question, the source said: “Based on substantial findings, we approached the court to obtain an interim forfeiture order to seize a N650million from the ex-FCT Minister.
“What happened was that the former minister allocated some plots of land to Aso Savings and they bought the N650 million house for him at Nos. 1 and 3, Mariam Mukhtar Street, Asokoro District.
“The EFCC has confiscated three duplexes totalling N222million which were acquired by the ex-minister’s son.
“We invoked sections 28 and 34 of the EFCC (Establishment Act) 2004 and Section 13(1) of the Federal High Court Act, 2004 which empower the anti-graft agency to invoke Interim Assets Forfeiture Clause.
“Section 28 of the EFCC Act reads: ‘Where a person is arrested for an offence under this Act, the Commission shall immediately trace and attach all the assets and properties of the person acquired as a result of such economic or financial crime and shall thereafter cause to be obtained an interim attachment order from the Court.’”
On the fate of the ex-minister, the source said: “We are investigating him, we are yet to invite him for questioning. Certainly, we are closing in on him.”
The source added that  EFCC had grilled top directors of the FCT administration. “As for Ms Jamila Tangaza, we arrested and detained her because she was connected with the land scam and abuse of office.
“The ex-minister asked her to resign her appointment with BBC and appointed her as a Senior Special Assistant on Media and Information. But Bala allocated some plots of land to her to sell in order to acquire a mansion in Asokoro District too. Her house was allegedly worth N158million.
“Also, Jamila allegedly abused her office by awarding N800million contracts to her company which is called Songbird Multimedia.
“Her case was interesting. When she registered the company with the Corporate Affairs Commission, she used a fictitious name as the CEO of the company but she is the sole signatory to the company’s account and her phone number is the point of contact with the firm.
“We have sent her signature on CAC document and other specimen signatures collected from her to a forensic laboratory. Following a court order, we detained her in the past few days but as at Friday, she was pleading that we should grant her bail. We are looking into her request.”
The top source denied insinuations that the ex-BBC correspondent was handcuffed when she was taken to her office for a search.
The source added: “You can verify from her what transpired. From custody in EFCC, we went with her to her office to recover some documents. We used the EFCC bus but along the way, she begged us to park the bus away from the vicinity of AGIS where she is a director. She did not want her staff and others to notice that she was brought to the office by EFCC team.
“We obliged her request by parking outside AGIS. We also didn’t allow policemen in uniform to follow her to the office. Buhari directs HOS to develop road-map for civil service

President Muhammadu Buhari on Friday directed the Head of the Civil Service of the Federation, Mrs. Winifred Oyo-Ita, to develop a road-map that will make the civil service more effective, innovative and service oriented.
The President gave the directive at a dinner and award night organized by the HOS as part of activities marking the civil service week, the News Agency of Nigeria (NAN) reports.
Buhari, who was represented by the Secretary to the Federation Government, Mr. Babachir Lawal, said effective civil service was fundamental to the government’s change agenda.
He urged civil servants across the country to remain dedicated to duties, stressing that the civil service is the engine room of government across the world.
In her address, Oyo-Ita also called on public servants across the country to embrace an inclusive and citizen oriented service delivery.
